The Budget Entry Workbench allows users to enter budget costs at cost code or cost code/category level without using the Forecast module.
Quick Budget Entry - Parameters
The following JC parameters are relevant to the Input Budget Workbench.

BUDCALC | An optional comma-separated list of additional calculation methods (defined in System > Miscellaneous Maintenance > Calculation Programs) which are used for calculating the Budget Input Rate , which in turn is used for calculating budget cost. |
BUDQTY | The options for forecasting by quantity. |
BUDMANUPD | A comma-separated list of budget types used for manual update; any entry in BUDMANUPD that exists in Memo Data Types and has type “U-Unlocked” is available. If BUDMANUPD is blank, only the Forecast At Completion budget specified by FORECURR is available. |
BUDVALID | Whether to display a Warning, an Error or no message, if the Budget Input Method for a category is blank and a GL Account exists for that category. |
Quick Budget Entry - Standard Cost Types
Changes have been made to Standard Cost Types to allow you to specify the budget input method and rate. If using cost code/category data, these are entered at cost type/category level, otherwise they are entered at cost type level.

This is a drop-down selector with the following options.
Blank - budget costs cannot be entered against the corresponding cost code.
Value - the default when the default category is not Labor.
Hour - the default when the default category is Labor.
Quantity.
Rate
If the Budget Input Method is Hour or Quantity, this is available; it is a drop-down selector with the following options:
Actual.
Initial Budget.
Approved Budget.
Current Budget.
Forecast at Completion.
Each of the calculation programs specified in SY/BUDCALC.
Forecasting Tab
If the JC parameter USECCCAT is set to All or Used, a new section Budget Input Method is displayed.
This shows a drop-down selector for each cost category defined in JC Configuration. These have the following options.
Blank - budget costs cannot be entered against the corresponding cost category.
Value.
Hour.
Quantity.
If the Budget Input Method is Hour or Quantity, the Rate field is available for the corresponding category; it is a drop-down selector with the following options:
Actual.
Initial Budget.
Approved Budget.
Current Budget.
Forecast at Completion.

The following columns have been added to the Cost Type browse. If the JC parameter USECCCAT is set to All or Used, the columns show fields for each category; otherwise only one field is shown.

Quick Budget Entry - Cost Code Maintenance
Changes have been made to Cost Code Maintenance. to allow you to override the budget input method and rate for the cost code. If using cost code/category data, these are entered at cost code/category level, otherwise they are entered at cost code level.
Main Tab
If USECCCAT is not set to All or Used, new fields are available on the Main tab: Budget Input Method and Rate. The default values for these fields are taken from the values on the corresponding cost type.

Budget Entry Workbench
Input Budget Workbench lets you enter budget costs against cost codes. It is available on the Job Status Input menu if either of the JC parameters BUDMANUPD or FORECURR are not blank.

The initial screen is a browse of jobs. Body selectors allow you to select which Period and Budget to enter the budget for. If the new JC parameter BUDMANUPD is blank, only the Forecast At Completion budget is available; otherwise, any entry in BUDMANUPD that exists in Memo Data Types and has type “U-Unlocked” is available.
Following the link on a job displays the Budget Input Workbench.
Budget Input Workbench
This is a browse of cost codes, which depends on the setting of JC/USECCCAT.
If USECCCAT is not set to All or Used, budget costs can be entered at cost code level. There is only one row per cost code, and only cost codes which have a non-blank input method are shown.
If USECCCAT is set to to All or Used, budget costs can be entered at cost code/category level. There are multiple rows per cost code.
If the selected job is a Job Contract Manager job and the selected budget type is one of the restricted budgets specified by the following JC parameters, the Budget Entry Workbench will be read-only: BUDAPP, BUDCURR, BUDVARI, BUDRMRC, BUDPRMRC, BUDXFER, BUDPEND, BUDUNAPP.
If the budget input method is Hours, the Budget Input: Rate and Budget: Hours at Completion fields are updateable.
If the budget input method is Value, the Budget: Cost at Completion field is updateable.
If the budget input method is Quantity, the Budget: Qty to Complete field is updateable - this is available as an additional column set field.
